Anticipating economic trends and recovery for a county

Early in the pandemic, Surrey County Council needed to make sense of the economic shock and plan for recovery. Working with collaboration partner Third Life Economics, the team synthesised a large and fast-moving evidence base into a county-specific picture, built long-lists of short, medium and long-term uncertainties and change factors, mapped these to the county's strategies, and set out an event-contingent framework for refreshing them. The work gave the council a shared basis for its economic strategy.
